Cr Alex Christian posted the doctored photo of Cr Jess Jennings in response to an article that appeared in the Western Advocate on Friday.
In that article, Cr Jennings accused Cr Christian of wanting to turn Bathurst into the "nanny state capital of Australia" after Cr Christian called for the adventure playground to be fenced, saying he had been approached by a number of parents who attend the facility.

The Western Advocate tried to contact Cr Christian for a response on Thursday before the article was published, without success, but he took to Facebook on Friday to have his say.
"The Creature from The Lagoon is back at his vicious best in the Western Advocate today regarding the adventure playground fence concerns mothers and fathers have raised recently," the post stated.
"I actually speak with rate payers and this is where my ideas and concerns come from as a result.
"I don't buy a single coffee and sit in front of a laptop taking up a table at a local cafe all day looking up whacky unrealistic projects that go nowhere."
The post was accompanied by a doctored image of Cr Jennings with green hair and a clown's make-up, a reference to Cr Christian's own statement last week that councillors would "look like clowns" if there was a tragedy at the playground.
Cr Christian later told the Advocate that booming residential areas in Llanarth, Eglinton and West Bathurst over the past decade meant there was now more traffic on Durham Street than when the adventure playground opened, and he again called for the area to be fenced.
"I don't have kids myself so I take on board the concerns of people who do. If I'm not listening to people then what am I doing here?" he said.
"It might not mean fencing the whole area, it could just be an L-shaped fence along the Durham Street and Hope Street sides of the playground."
