His solicitor Lucien Gration said his client had substance abuse and mental health issues.
Mr Gration also said his client's record had significant gaps in it, showing he can live a law-abiding life, especially when working.
Police facts (relating to the goods suspected of being stolen) tendered to the court told how Kilby stole tools from a toolbox secured to the back of a ute.
The police facts said a hole saw kit worth $180 and other items, including leak detectors, worth more than $1000, were stolen from the ute.
The owner saw a silver Mercedes speed off from the scene, the police facts said.
Police later saw a silver Mercedes, in which Kilby was a passenger, parked outside a local hotel.
Kilby was arrested on an unrelated matter, was searched and police found five resealable bags containing various amounts of meth down the front of his pants, totalling 1.3 grams.
A search of the car found a bag belonging to Kilby, police said, and inside they located a number of tools and screwdrivers.
The search continued and police found two live rounds of ammunition, a .22 calibre round and a .38 calibre round, a Westfund card and a Sanyo movie maker card, according to the police facts.
Some of the items had been reported lost or stolen.
Police then found four toolboxes on the wall of the hotel behind the car. The tool boxes were later identified as those previously stolen.
The other charges related to a break and enter on December 21 at William Street, where a resident of the property returned to find the house unlocked and clothes strewn around.
Among the items missing were Xboxes, PlayStations, AirPods, a Tiffany necklace, video games and home entertainment equipment estimated in value at $7500.
A palm print and fingerprint was found at the scene, which was identified as belonging to Kilby, according to the police facts.
For the goods in custody, break and enter and larceny matters, Kilby was given an overall sentence of 21 months' imprisonment to date from February 21, 2020 and expire on November 20, 2021, comprising a non-parole period of 14 months.
The remaining matters were dealt with by way of Section 10a (conviction with no further penalty).
