COVID-19 restrictions have made it an offence to use these community facilities in recent weeks, but despite this, some people in Bathurst have continued to utilise these areas.
This was the case as recently as Monday, when several adults were spotted using the outdoor gym equipment near Bathurst Showground.
At the same time, there was a large group of children using the skatepark off Lions Club Drive.
Speaking to the Western Advocate, mayor Bobby Bourke said he has continued to see children at the skate park despite the restrictions being in place.
It is a frustrating situation and he admits he doesn't know what the solution is.
"I think it's very hard to control an outdoor area like a skatepark, or a park or a beach," Cr Bourke said.
"I think a lot of people just aren't taking notice of the restrictions."
COVID-19 restrictions are due to ease in NSW on Friday, with one of the new rules being that playgrounds, skateparks and outdoor gyms can reopen.
However, these facilities can only be used by a maximum of 10 people at a time.
Cr Bourke has urged people to wait until then to visit the facilities, particularly the skatepark, where he has seen the most disregard for the rules.
"If you don't need to go to the skatepark, then don't go and use these facilities," he said.
He stressed that, even when these facilities do reopen, there will be a risk of a second wave of COVID-19 and people still had to practice social distancing and take precautions to ensure their safety.
