The Cabcharge gift card will provide the winner with $400 complementary credit for trips in any NSW taxi.
Bathurst Taxis marketing manager Paul Shanahan said the company has taken 15 years to reach this milestone.
"We combined with the Country Taxi Call Centre and SmartMove dispatch systems in April 2005 to provide more efficient services," Mr Shanahan said.
"There's no expiry on the gift card, so the winner can use it whenever they like."
As of Wednesday, Bathurst Taxis had reached 3,995,400 bookings, and Mr Shanahan expects the winning customer to be found in the coming week.
NSW Taxi Council chief executive officer Martin Rogers said the four million milestone showcases Bathurst's appreciation for their local taxi service.
"The average distance of a fare in Bathurst is five kilometres and when you multiply that by four million, that's 20 million kilometres; the equivalent of going to the Moon and back 26 times," Mr Rogers said.
"The four millionth customer could literally be anyone so if you have the opportunity, book a taxi in the next few days."
Mayor Bobby Bourke said Bathurst Taxis play a vital role in getting the community safely from A to B.
"The taxis have been here for a very long time and are a special industry that's well looked after by the Bathurst community," Cr Bourke said.
"They care about the community, and council is always happy to help them out."
