The Bathurst City Red Tops soccer club has run the canteen at McPhillamy Park for the past 20 years, serving up food, drinks and snacks to race fans.
Club members donate their time each year to man the canteen during Race Week in order to raise much-needed funds.
Secretary and head of fundraising for the club, Margaret Higgins, said they have been left in limbo while Supercars decides if crowds will be allowed.
"The way it's going, I just don't know," she said of the delay in any decision being made.
"We went in and paid our food licence last week [to Bathurst Regional Council] just in case.
"Even if there's a small crowd there, we'll be open because people expect us to be open."
Ms Higgins said the funds they raise at the Bathurst 1000 each year are vital to the club.
"We're able to support players and offer reduced fees; we're one of the cheapest clubs in Bathurst," she said.
"We do this for the kids because if they're playing they're less likely to get in trouble.

"It's going to be really tough to continue to offer discounts if we can't raise money."
The Red Tops also use the funds to purchase equipment and offer free membership for children of large families who are keen to play.
The club also mans the canteen at the Bathurst 12 Hour and Bathurst 6 Hour each year and club members are hopeful they'll be able to run it at the inaugural Bathurst International set to take place in November.
