The RSL Club made the announcement yesterday, with all NSW residents now welcome at the venue for the first time since July 14.
Bathurst RSL Club general manager Peter Sargent said the decision was made based on the decline and general stabilisation of COVID-19 cases across NSW.
"We initially thought this decision may be a bit contentious, but there's been positive signs of improvement and there hasn't been any negative responses," Mr Sargent said.
"With that said, we are continuing to monitor COVID-19 cases daily and will adjust our policy where necessary."
"In addition, we are continuing to ask anyone who has recently visited a location identified by NSW Health as a COVID-19 hotspot to not enter the club."
Yesterday saw seven new cases of COVID-19 recorded in NSW, four of which were sent straight to hotel quarantine.
For 12 straight days, NSW has recorded 10 or less new cases of COVID-19.
Mr Sargent, who was recently inducted as a life member of the club, said the club will act immediately should the COVID-19 situation worsen again.
"Right now, we feel it's a bit of an overreach to bar a population of over 5 million people based on three or four community transmissions," he said.
"If we believe it's necessary to reimplement blanket restrictions on certain areas, we will act accordingly, as the protection of the Bathurst community is still our number one priority."
Restrictions are still in place for Victorian residents, but with current border restrictions only allowing authorised persons into NSW who have been in Victoria for the last 14 days, Victorians are unlikely to visit.
Mr Sargent said people who present to the club with a Victorian drivers licence must prove they've been in NSW for more than 14 days.
