Council is reluctant to use ratepayers' money to build the track, instead hoping to fully fund it from grants, as stated in its 2020-21 budget.
Those grants would need to come from the state or federal governments.
Efforts are being made to secure funding from the federal government, but at this stage there has been no attempts made at a state level.
"There's been no application made by Bathurst Regional Council to the state government for the go-karts in Bathurst," Mr Toole said.
He hasn't ruled out council receiving support in future, but said any applications made by the council would be assessed under the government's "strict" processes.
"We have very strict processes when it comes to grants in NSW. All of our grants processes ensure that they're transparent, they have an independent check over them when they're announced," Mr Toole said.
The go-kart track was approved to be built at a site in McPhillamy Park, Mount Panorama, in 2015.
The project design has been completed, with development consent and construction certificate approval provided.
Development consent has been acted upon, with substantial commencement demonstrated meaning that the consent will not lapse, and the tender documentation has been prepared.
What has stopped the contentious project progressing further is a lack of funds.
Council hopes to direct $750,000 of $1.25 million allocated to Bathurst under the federal government's Local Roads and Community Infrastructure Program towards starting work on the track, and is waiting for approval from the Department of Infrastructure.
Member for Calare Andrew Gee said recently that it was too early to say whether the federal government would contribute any more of the estimated $4.5 million to complete the track development.
