East Gippsland, the North East and West and South Gippsland were all received heavy rainfall warnings.
The SES said on Monday morning it had 385 calls for help in the previous 24 hours.

Suburban Moorabbin in Melbourne's southeast reported 63mm of rain to 9am on Monday - November a record for that area - while there were about 300,000 lightning strikes across the state.
Milder conditions are forecast across the state from Monday, with a heat wave then developing in the northern Mallee area from Thursday.
Mildura's record November high of 45.5 degrees could be under threat by Saturday, according to the Bureau of Meteorology.
