Ms Rowan met with parents and carers of preschool-aged children and school starters to provide information on how to boost a child's language and literacy development at home, and the range of support options available.
"It's important for parents to take action on their child's speech and communication as early as possible to foster the development of their literacy skills," she said.
"Parents can assist their children at home through paying close attention to the way they form sounds and how they respond to what others say."
Ms Rowan read from a series of books acknowledged at Speech Pathology Australia's 2020 Book of the Year awards, and said reading with children is an effective means to grow their vocabulary.
"It's essential to start reading to children from birth; fun and practical picture books are often effective at keeping a child's attention," she said.
"Parents should also ask children regular questions to ensure they understand what's being read to them."
The library runs regular children's Storytime and Baby Rhyme Time programs.
