In October, council admitted to being "very conservative" with issuing parking fines during the COVID-19 pandemic, after some motorists received warnings only.
Acting general manager Alan Cattermole said that approach will remain, but only in the event where infringements didn't compromise safety.
"Council's approach to timed parking in the streets of the CBD remains a conservative one, at least for the moment," he said.
"The approach is under regular review as activity in the CBD increases, so council expects drivers to do the right thing and respect the time limits as signposted. Council's obligations to enforce timed parking in shopping mall car parks remains in force.
"However, council does not take a conservative approach to parking infringements that compromise traffic safety and penalties will be issued accordingly.
"Council also takes a dim view of drivers parking in disabled parking areas unless the proper permit is displayed."

The number of parking fines issued by council began to drop from April and continued to remain low into the 2020-21 financial year.
In July and August there were 35 and 29 fines issued respectively, compared to 212 and 140 in 2019 and 179 and 212 in 2018.
Fines, comparatively, spiked in September to 94, but this number is still well below the number issued in 2019 (145) and 2018 (232).
The numbers dropped again in October and November, with 16 and 17 fines issued respectively.
Revenue NSW has not released December's data.
Fines issued by council from July 1 to November 30 had a value of $64,304.
In the same period in 2019 and 2018, the total values were $140,686 and $143,350.
It appears that Bathurst council isn't the only one showing leniency, with the number of fines issued by Orange City Council also well down on previous years.
It has issued 100 fines or less per month since April 2020.
No less than 337 fines were issued per month in the 12 months prior, with one month recording a mammoth 832 fines.
