The building officially came into council's hands in 2016, but since then has largely sat dormant in a key area of the Bathurst central business district.
Cr Morse has now lodged a notice of motion, hoping to speed up decisions around this important site.
The notice of motion is on the agenda for Wednesday's council meeting and recommends council resolve to "prepare a report with plans and timeline for the development of the former TAFE building in William Street".
Cr Morse told the Western Advocate that there have been two general options floated in the past, one being that council do something with the building, and the other that council call for expressions of interest from others organisations.
"I think council has to have a report to say where we are at, what we are going to do," she said.
"... We haven't actually sat down for a while and really nutted it out and I think it is time that we did."
In her report to the meeting, Cr Morse highlighted that there was a conservation management plan adopted for the old building in 2015.
This plan was released as part of 'Wish Upon a Square', which asked people to share their vision for the future of the Bathurst town square.
Cr Morse also noted that council's cultural plan states that the Town Square Precinct Redevelopment Plan, which includes the old TAFE building, would be finalised within 10 years.
"The community is now expressing frustration on the lack of progress with developing the TAFE site and a committee has been formed to lobby council to use the TAFE building as a Centre of Excellence for the Performing Arts / Performing Arts Centre," she said.
"Council needs to develop a plan and costing for the refurbishment of the original building and the development of the whole site so that future use of the building can be determined."
