The rally has been hastily organised by the Friends of McPhillamy Park after it was confirmed that work on the new track was due to start on Monday, March 8.
Ongoing COVID restrictions mean council meetings are still closed to members of the public but Friends chair Jan Page said residents opposed to the track being built at the top of Mount Panorama wanted to make their objections known to councillors.
Protesters have been asked to gather in Kings Parade from 5.30pm in attempt to catch the attention of councillors as they arrive for the 6pm monthly meeting.

Plans for the rally were finalised at a Friends meeting on Monday night where Ms Page said a number of concerns were raised.
"We [the Friends] are trying to put forward the notion of a public park being taken over for this go-kart track but the Wiradyuri community have their own concerns and there is also frustration that council still has not told people what's going up there in terms of the buildings and lights that will be part of the project," she said.
"Other people are concerned about the way our funding is going when there's a loan being taken out for the track and money coming out of the budget each year while council is already falling behind on its infrastructure backlog, and some about the inability to communicate with council.
"There's a whole range of issues but they are all tied together."
