My understanding of the process to have motions formally passed in the Upper House of both the NSW and Federal Parliament is that it requires notice of the resolution being given the day before.
This is to enable all members time to have knowledge of business that is coming.
All resolutions moved are discussed by the respective parties and members of the crossbench as they prepare for the next day.

To be treated as a formal motion means that no-one has any problems with it coming forward.
Before the motion being put to the chamber, the question is asked if there are any objections to this being taken formally without debate.
It only takes one voice to defer the motion to be debated at a later date.
This process is an important mechanism for the House to express an opinion on issues.
