Riley, 16-years-old, and Scaysbrook, 15, each shot one under par off the stick at the end of their two rounds to win the boys and girls championships respectively.
After starting the second round in a share of the lead with Rowan Harrison (Murrumbidgee GC) on one under par Riley quickly jumped clear by going two under across the front nine.
Riley's even par round saw him finish five strokes clear of both Riley Millers (Avondale GC) and Harrison.
Scaysbrook's rounds of 71 and 72 were the top performances on each day, taking her to an easy win.
Rachel Lee (North Ryde GC) finished runner-up on five over par and Ann Jang (Toukley GC) was one stroke behind in third.
Bathurst's own Maiv Dorman claimed victory in the under 11s girls division.
Dorman shot 92 and 86 to complete a comeback win against Sophie Ang (Bonnie Doon GC) in an exciting two stroke success.
Bathurst Golf Club professional Matt Barrett said it's brilliant to see the Peter O'Malley Masters making its return on the Jack Newton Junior Golf Tour after its late cancellation in 2020.
"The kids were very devastated last year that they couldn't play in it. They struggled to play anywhere last year. It's been terrific to have this back and we're very happy with the way the tournament went," he said.
"It was booked very quickly. We had probably close to 200 families coming out to Bathurst. That's a great thing for the town. I know a few people at restaurants and publicans said that they saw a lot of families there.
"It's also good to just get back into the swing of hosting a tournament again."
Barrett said it was wonderful to get out on the course along Bathurst's former two-time British Open top 10 finisher and Scottish Open champion Peter O'Malley.
"We had Peter O'Malley come up on Sunday and we went out in a cart together to watch a couple of the players and the leading groups. They're quite professional now for being young kids," he said.
"I remember around two decades ago when the Australian Junior Championships were hosted in Orange at the time, where I was the club professional at the time, and I got to see Aaron Baddeley playing for Victoria, Adam Scott playing for Queensland and Matthew Jones playing for New South Wales.
"Now look at all three of those guys - all Australian champions and great players. That hit home to me that the kids you see in these tournaments could be the next champions, and I reckon we saw a few of those champions out there on the Bathurst course over the weekend."
In other results Jasmine Vesper (Killara GC) won a play-off to win the 16-17 years girls title while Toby Farrar (Lynwood GC) took out the boys 12-13 years crown and Joey Eason (Beverley Park GC) claimed the boys under 11s victory.
