Speaking at the last Bathurst Regional Council meeting, Jennifer Gray urged council to consider moving the circuit to the former drive-in theatre site.
The suggestion comes as council waits for a decision from Federal Environment Minster Sussan Ley on a permanent Aboriginal heritage protection order, which would prevent the go-kart track being built at the site council approved in 2015.
Ms Gray said she was appealing to council for "decency, sense and proper professional management" and asked it to "consider what is in the best interests of the entire community".
She felt council hadn't considered changes that have occurred since approving the site in McPhillamy Park, saying that she thought it would now be possible to put the track on the site of the old drive-in.
It was an option considered previously, but knocked back due to noise concerns.
However, with the sport moving in the direction of e-karting, Ms Gray thinks that the old drive-in should be reconsidered.
"Building the go-kart track on the originally proposed second motor racing track site of Rayner's orchard, and the old theatre site, would be a possible proposal now because there is no noise from the e-karts on the track, so it's not going to affect people living nearby," Ms Gray said.
"That location is now way more suitable and able to be used because there is going to be this transition globally.
"That location can be readily accessed from Conrod Straight and College Road, it provides drive-though access for trailers and will be much safer for everyone concerned.
"The kart club should accept that as a better alternative; they're still in the same iconic motor racing precinct area, it provides them with a much better arrangement without encroaching on community park land."
Ms Ley has said she will make decision on the protection order prior to May 4.
