Played at the Cooke Hockey Complex, the scores were locked at nil-all at the end of 60 minutes after both teams had failed to convert any of their chances throughout normal time.

But two saves from NSW State goalkeeper Lilliana Turner would prove crucial in the team's penalty shootout win.

For NSW State coach and Bathurst Hockey Association president Kent Bestwick, he couldn't bare to watch on and was a revealed man when his girls team claimed victory in the shootout.

"I can't watch one-on-ones. It's too nerve-wracking," he said.

"It's been a tough week for the girls. They've stepped up to every game with the confidence that they could win it.

"We knew Victoria would be a tough game and they probably play quite similar to us with their structure and stuff.

"To win that game after 60 minutes of nothing is unreal. It's good for the girls and good for myself and Jimmy [NSW State coach James Birkefeld] because we've been doing this for three years, so it's a bit of the icing on top."

Both NSW State and Victoria scored their first two penalties before the NSW took the advantage after goalkeeper Lilliana Turner denied Lulu Olesen a goal.

Lola Dorman would then step up to take NSW's fourth penalty and she slotted it past Jaime Segbedzi with ease to give her team the advantage.

Turner would then make the match-deifying save when the shot from Victorian number four Elise Fitzpatrick was saved by the keeper to deliver NSW State the victory.

NSW State captain and Bathurst native Lily Kable will step up to take a fifth penalty for her team and score, but by then her team had already sealed the victory.

Bestwick praised the efforts of his players, especially those who stepped up for the dreaded penalty shootout.

"It's awesome. They were upset because they didn't want to do it, they weren't confident. They just need to back themselves more," he said.

"That's the best 16 players in the state, so to step - especially the goalkeeper - was brilliant. We just needed that one save to make a difference."

NSW State will now play Western Australia in the gold medal match on Thursday at 12.10pm.

"We played them in the pool stage and drew with them," Bestwick explained.

"They've done their homework and we'll do our own homework on Wednesday night and look at how they played their last game.

"The girls are super excited to play WA because it takes away that element of the pressure of the Queensland versus NSW State of Origin rivalry if we played Queensland.

"It should be a cracking game."

The NSW State boys team, which features local Ollie Bestwick, won its semi-final and will play Tasmania in the gold medal match on Thursday at 10.30am.
