The billboard is the result of a six-week crowdfunding effort, and the community have been invited to its reveal.
Rhonda Griffin, who came up with the idea, has been working alongside Peter Rogers and mayor Bobby Bourke in the project, said the fundraiser is still taking donations to make the second banner, which will feature the city's three missing people, Jessica Small, Andrew Russell and Janine Vaughan.
She said the second banner, which has to be made to order, will be featured during Missing Persons Week later this year, but is still in need of donations.
"We are fundraising for the second banner now.
"This is about three families, so I'm really hoping everyone can donate. Every dollar counts," she said.
The idea for a billboard was born after the Vaughan family, who already had their own banner asked for help on their Help Find Janine Vaughan Facebook site for somewhere to hang it.

Ms Griffin said she commented on the page that it should be displayed in Bathurst and six weeks on, the billboard is ready.
She said she hopes the community will continue to rally and donate for the second banner, as well as five solar lights, so the billboard can be lit 24 hours a day.
"Without donations we can't do this," she said, adding her end goal was to get the second banner for Jessica, Drew and Janine made.
"Please all donate to make this happen,"she said.
Ms Griffin said the project had been an enormous community effort.
"It couldn't have been done with only one person, it has been a team effort and that team has grown and grown," she said.
Adam Vaughan, Janine's younger brother said the Vaughan family were overwhelmed with the support they have been shown.
"I'm just so grateful I reached out and met Rhonda. She is a beautiful lady.
"We feel incredibly supported by the town, and we are looking forward to seeing supporters on Saturday morning," he said.
Donations can be made at Reliance Bank Bathurst under the Janine Vaughan Billboard Fund BBS: 882 000, account (internal) 69601S20 or account (external) 100142786. Donations must be made by May 14.
