Caleb John Phillip Anthony Moore, 25 of Commonwealth Street, appeared before magistrate Kevin Hockey in Bathurst Local Court last week.
When the accused was asked by Mr Hockey what he wanted to say about the incident, he told the court he was intoxicated.
"And that makes it all OK?" Mr Hockey asked.
Mr Hockey continued, saying the police were not there to be assaulted and people who lived in the vicinity "don't need to listen to a drunken yobbo". "It's just not acceptable," he said.
Police facts tendered to the court told how on April 18 this year at around 1am, police were patrolling the CBD when Moore came to their attention outside Bathurst Panthers.
He was shirtless and screaming at police as they drove past. They saw a female attempting to calm him down without success.
Police stopped to talk to the pair and the accused became hostile towards police, screaming at them.
The female and another male friend attempted to walk the accused down the road but he continued to scream and attempted to break their clutches to confront the police.
Two additional police vehicles attended and the accused continued his aggressive behaviour.
Police could hear screaming from the accused and his female friend as they made their way up the road.
Police then intercepted them as Moore was in a physical confrontation with his friend, demanding he punch him in the face.
The accused then approached police and demand they assault him.
Police said it was clear the accused was either under the influence of drugs or alcohol,.
He advanced towards police and, fearing a physical attack, they deployed capsicum spray before arresting Moore and taking him to Bathurst police station to charge him.
