HE could support the location, the design and recouping funds, but committing to use money from a loan to part-fund the go-kart track project was a step too far for councillor Jess Jennings.

He was one of two councillors to vote against the motion put forward by Warren Aubin on Wednesday night.
The use of loan money was his major concern, as there is no guarantee the proposed site adjacent to Conrod Straight could be used, and that the loan only amounted to about half the anticipated cost of the project.
"I don't approve of, and I will not support, item B of using the $2.25 million, because that loan should have never been taken out in the first place," Cr Jennings said.
"... I'm more than happy to basically support A and C, definitely use the existing design we've put so much effort into it, and D, but I won't be supporting B and if that means not supporting the whole motion, then so be it."
Cr Jennings was also concerned that the matter was being dealt with at a council meeting.
"The thing that really astounds me about this is that this isn't a discussion that we're having in a working party," he said.
"As soon as Sussan Ley's decision was made we should have been having a working party. The $2.5 million, which is $2.25 million plus $250,000 in interest, the $2.5 million loan, we need to be having a working party about the status of that and what we're going to do with that. We have not had a working party, we have not had the leadership required to deliver a project of this substance."
Cr Jennings said that council was "not dealing with this in a professional manner", and highlighted the need for working parties with stakeholders, such as the Bathurst Kart Club.
"I do want to see work commencing straight away to work out how we get this go-kart track established somewhere," he said.
"I want to have a working party where the go-kart club are involved in it. Do we know if the go-kart club even want the drive-in site? We don't."
