Western NSW Local Health District Chief Executive, Scott McLachlan, said the COVID-19 case that visited the hospital was there for an unrelated health issue.
"We did see one of the new cases diagnosed in Bathurst come into the emergency department for some care for another health issue," he explained.
"While they were in our care, we ran a rapid test and they were subsequently diagnosed with COVID.
"There are a number of staff and patients that have been advised to either go into isolation or watch and be aware of any onset of the illness."
While Bathurst recorded over a 1000 COVID-19 tests on Tuesday, that figured dropped to just 430 on Wednesday (31 of that tested at Kelso) and Mr McLachlan continued to stressed the urgency of getting tested.
"We did see a decrease in testing numbers [across the western NSW region] on Wednesday by 20 per cent from the day before," he said.
Mr McLachlan said an at-home testing service is set to be launched in the coming days, which will prioritise vulnerable people.
"We'll be setting up in coming days a home testing service. We want to make sure that it is prioritised for vulnerable people, that can't leave home to get to a testing location," he said.
"We've seen low numbers of people getting tested at the Kelso clinic, so we're really concerned some people might not be able to leave their homes. We'll have advice on how that service will operate and how to access it. It's really intended for people that can't leave their home."
Across the Western NSW Local Health District, there were 35 new cases reported to 8pm on Wednesday night.
There were 24 cases reported in Dubbo, three in Orange, two in Bathurst and Bourke and one in Wellington, Mudgee, Parkes and Forbes.
Of the 35 confirmed cases, 10 were infectious in the community.
