Orange is also making progress on reaching 14 days without a COVID case in the community as its one case in the most recent reporting period was a household contact.
Orange's last COVID case prior to this new case was recorded on September 11.
Meanwhile, Cabonne mayor Kevin Beatty says he is relieved to have more freedom for businesses and residents following stay-at-home orders being lifted in the shire as of 1pm on Thursday.
However, Cr Beatty said there are many areas of Cabonne shire - which includes the villages of Molong, Cudal and Canowindra - where people live and travel to nearby Orange for work or to shop.
"We still have to abide by our health orders and social distancing."
Cabonne was one of 12 shires to be released, including Forbes and Parkes.
Cr Beatty said Cabonne's vaccination figures were higher than they appeared because several areas of the shire located in the 2800 postcode might be included in Orange figures.
