The $2.27 million proposal would see two sheds on the property at 25 Hollis Lane converted and joined to form a single building that would become a function centre catering for up to 300 patrons.
There are also plans to install 32 tourist units on the property as well as a separate "primitive campground" of 20 sites.
The plans say it is expected that most people staying overnight at the development would also be attending a function there.
A statement of environmental effects lodged with the DA says parking for about 100 cars will be provided near the function centre, though patrons will also be encouraged to utilise a bus drop-off area.
ALSO MAKING NEWS:
The chapel will be developed for patrons who wish to hold ceremonies on-site," the SoEE states.
"The development will provide investment into the Bathurst economy and job creation (potentially 20 jobs).
"The development will provide a venue for functions that will attract patrons to Bathurst and inject funds into the local economy. The business will provide employment for local people and enhanced trade opportunities for local business.
"The operators see potential to cooperate with the local hotel for hospitality opportunities, for example, the local general store and fuel station for supplies and passing trade, the tour bus operator (Panorama Coaches) who lives next door, several local wineries within 10 minutes of the facility, local cab and Uber operators, minibus hire companies, entertainers, bush poets, bands, solo artists, DJs, schools who hire our facilities for fundraisers, etc.
"The operators will encourage local artists, musicians, poets, designers, celebrants and others to be regular paid contributors to the facility. They see it as vital that our heritage is displayed and preserved."
The SoEE says the planned function centre would be developed within existing structures rather than as a standalone building, meaning a limited impact on the amenity of the area.
Up to 32 accommodation units would be built in stages along the land's contours with parking adjacent to each unit.
A proposed primitive campground would provide an extra accommodation option.
"The campground includes 20 sites that are marked on the site plan. It is proposed to construct an amenities building at this location," the SoEE states.
"Each site is cleared and will not require any vegetation clearing."
