Our government is hell-bent on legislating its way to a utopia where no one is upset, offended or disadvantaged in any way. It's not working, and it never will.
The excessive use of code of conduct and other policies is playing into sneaky and passive aggressive hands.
These people rarely have conversations one-to-one or in a group. What they do is challenge and undermine their adversaries through proficient knowledge of the rule book.
When called out, they play the victim and start throwing accusations like a hypocrite. They call "bullying", "too loud," "inappropriate" and "I'm not feeling safe".
It's time for a change of leadership of our council and, more importantly, getting rid of those who have a love affair with the code of conduct rule book.
