Instead, the leg-spinner will look to become a top player at Orange City during this year's Bathurst and Orange District Cricket competition.
"They're a good club and I had a few mates who were already playing there so that helped with the decision a little bit," Shepherd said of choosing to play for City.
"I haven't been to too many trainings because I live far away from Orange out west, but I've been to a couple and it's been good."
It will be a stark contrast for Shepherd, who goes from a winless student side to the defending premiers.
"It's hopefully a bit of a change from the Kinross ways of not getting too many wins, so hopefully can get a few wins with City this season," he added.
"We haven't really had too many chats about teams or anything like that at the moment, but looking to be a regular in the first grade team would definitely be a goal."
City's captain Brett Causer was exited by the club's offseason signings.
"The two people that have come to our club that are a chance of playing first grade straight up are Fletcher Rose and Nelson Shepherd," he said.
"Both of those two fellas will most likely get a shot at the top grade straight away and we've had a couple other fellas that have come across who might feature in the lower grades."
City will start their BOIDC campaign this Saturday against Centennials Bulls.
