The 42-year-old man was on a boat with a group of people at about 1.30pm on Saturday when he told his friends he was going to swim to shore, a distance of about 300 metres.
A storm struck the area a short time later and the man's friends saw him disappear under the water.
He failed to surface.
Emergency services were alerted and a search to locate the missing man commenced, involving officers from Chifley Police District, local Police Rescue, and multiple State Emergency Service (SES) craft.
The operation continued well into the evening, but had to be suspended due to poor light.
Search efforts resumed on Sunday morning, this time utilising police divers.
A NSW Police spokesperson said that the man had still not been located as of 4pm.
At this stage, it is anticipated that the search for the 42-year-old will continue on Monday.
Chifley Dam was closed on Saturday and is expected to remain closed until the man is found.
