Some of the proposals include drastic changes of use from public recreation to commercial/residential, (yet another) café/coffee shop, and cultural/art gallery.
In my following of the debate I do not recall the status of the land having been discussed.
Thus, before anyone gets excited about any plans for “development” other than recreational, could the council please inform the public:
- Who originally owned the land and/or to whom was it granted?
- Who now owns (has title to) the land or in whom is it vested (entrusted)?
- For what purposes was the land obtained or vested/granted?
- What conditions, if any, were attached to the land by the former owners when it was granted/vested?
Until the answers to these questions are clear, it will not be possible to start making plans for the future use of the land.
Please, as a matter of caution, I ask the council not to respond by saying “we don't need to answer these questions since we can do anything we like under town planning provisions ..." because that may not be the case.
