The incident occurred at 4.25pm on Sunday near the Denison Bridge at the Macquarie River.
Chifley Police District Duty Officer Inspector Gerard Powell said the mother of one of the boys reported the event to police.
“Two female adults made some inappropriate comments to two 10-year-old boys near the Denison Bridge,” he said.
Inspector Powell said the female adults quickly left the scene without further incident.
“The mother was not far behind the boys,” he said of when the comments were made.
The matter prompted a safety alert from organisers of the Bathurst parkrun which holds weekly runs along the Macquarie River near the Denison Bridge.
“A parkrunner reports a message today to say her friend’s 10-year-old son who was on a scooter not far in front of her was propositioned by a lady down at the river,” the group’s post to Facebook read.
“Police have been notified, but keep your kiddies close.
“Another reason why we are enforcing the 'Children at parkrun' policy so strongly.”
Inspector Powell has urged anyone with information on the incident to come forward.
“If anyone’s got some information about who they were and their motives to contact us,” he said.
