Justin Allan Parker, 23, of Greville Place in Kelso, appeared in person charged with a responsible person not disclosing a driver’s licence.
Police facts tendered to the court told how police found substantial damage to the front fence of a property, and tyre marks leading up to and away from the scene, at 3am on July 18, 2018.
They also located a small piece of plastic at the scene which appeared to be a motor vehicle grille.
They spoke to witnesses, photographed the area and began patrolling for the offending vehicle.
Police attended the Kelso 7-Eleven, where they saw a vehicle of interest.
Parker and the victim in the matter were in the vehicle. Police checks of the vehicle revealed the accused was a registered owner.
The victim told police he went to look for the person who had damaged his fence and said he located the vehicle of interest at the 7-Eleven.
He told police he had a conversation with the accused in which the accused told him he was the driver and apologised for damaging the fence.
Police approached Parker and noticed his speech was slurred and there was alcohol on his breath. He was unsteady on his feet and belligerent, according to the police facts.
Police also saw the extensive damage to the vehicle, including to the tyre and panel, as well as the cracked grille.
The piece of plastic located at the scene of the crash by police fitted the grille of the damaged car perfectly, according to the police facts.
Police performed a form of demand on the driver. He denied being the driver and refused to provide details of who the driver might be.
Police said he avoided questions and went off on a tangent, saying things like “well, what's worse?” and "can I nominate my other self?".
Police confiscated his keys to prevent him driving from the scene.
