At Wednesday night's public forum, members of the Bathurst Kart Club and their supporters urged councillors to approve the modifications so a world class track could finally be delivered.
David Pennells urged them to take a look at what they were really investing in.
"It's not just a bit of black tar with boys and girls having fun, it's much more. Firstly, it completes the circle for Australia's motor sport number one city," he said.
"It'll be the start of some brilliant motor sport careers. Think of this: Mark Webber, Daniel Ricciardo, Alan Jones, Michael Schumacher, Jack Brabham all came through the karts, as did most world champions.
"It is possible, and probable, that we have a seven year old boy or girl in Bathurst who could be world champion, and where did they start their career? On a go-kart track on Mount Panorama."
Bathurst Kart Club president Mark Dunbar reminded council that, in 2015 when the original development application was approved, it was done so with a unanimous vote from councillors.
The biggest objection to the track was how it would impact Aboriginal cultural heritage, but Mr Dunbar said council had made a commitment to the kart club in 2015 and had to honour it.
"It is our view that council responded [to the concerns] with due diligence by undertaking the appropriate cultural and heritage assessments of the site," he said.
"Council has been responding to these concerns for three years at significant expense.
"Our club acknowledges the need to carry out this work, but the time has come to move forward."
He said the track would boost the economy and tourism, as well as grow Mount Panorama’s reputation.
Following the forum, councillors discussed the proposal and cast their votes, which resulted in the recommendations before them being passed.
