Police have yet to speak to officially make clear what has occurred, although it is thought the man may have sustained the injury after being struck in the head.
Paramedics could be seen performing CPR on one person near the stairwell of the property for around 40 minutes, before the injured person, believed to be a man in his 70s, was stretchered away.
The block of units has been declared a crime scene by police, who remain at the scene, with detectives arriving just after 6pm.
The Toll helicopter also landed at the back oval of the Kelso Community Hub, adjacent to the block of units where the man is believed to live.
The emergency call came at 5pm and there were seven police units and five ambulance units at the scene within a short time, with more vehicles arriving.
