Emergency services were called to the basement level just after 11am, where they found the rear of the car alight.
Bathurst Fire and Rescue NSW station officer Chris Sanders said it took about half an hour to control the situation.
"We had to stop the general public from using the car park until we had cleared the smoke," he said.
Station Officer Sanders explained that police vehicles were used to block off the vehicle entrance to the basement level while Bathurst City Centre staff prevented customers from walking down to the car park from the shops.
Fire crews made use of exhaust fans to clear the smoke.
Station Officer Sanders said a police investigation was under way, but the fire appeared to have been deliberately lit.
