The CPP sets out when and how council will engage with its communities regarding strategic planning and development assessment under the Environmental Planning Assesment (EPA) Act.
It also summarises circumstances where planning decisions are made outside council's jurisdiction and development which is expempt from a development application (DA).
The CPP was put on public exhibition earlier this year for a period of 28 days, during which time four submissions were received.
Council also promoted the draft CPP at the Eglinton Fair and held an information session in February.
The feedback received indicted an interest in how the CPP relates to heritage.
Ingrid Pearson suggested that heritage guidelines be developed to guide owners to suitable infill or adaptive reuse of buildings within the heritage conservation area.
In addition to that, Sandy Bathgate of the Bathurst Heritage Network asked that the National Trust be notified about all applications for demolition or which alter the streetscape in the heritage conservation area.
Another resident, Chris O'Rourke, noted that he considered Bathurst's notification processes to be "the least transparent and vague" compared to some other councils.
He was not the only one to ask for better notification, with Mr Bathgate and Mrs Pearson also requesting this to some degree.
Neil Southorn, council's director of Environmental, Planning and Building Services addressed notification in his report to council.
"In addition to formal submissions received during the exhibition of the draft CCP, council staff are aware of specific examples where people felt the notification of a development application was inadequate," he said.
"Issues raised this way are also under consideration."
Wednesday's discussion forum will be held as part of council's April policy committee meeting, which starts at 6pm at the civic centre.
