Bathurst Regional Council crews have been working in the area for a number of weeks upgrading local drainage and water pipes, and a spokesperson confirmed it had been a council crew that ruptured the line.
However, the spokesperson said Dial Before You Dig processes had been followed and an investigation was under way to determine what happened.

A spokesperson for Jemena said no customers had lost supply.
"Emergency services are currently on site [and] we're waiting on the green light to get in there and assess the damage," the spokesperson said.
The spokesperson said it was too early to say when the damage might be repaired but residents were being asked to avoid the area, if possible.
Browning Street has now reopened.
