I suggest that Bathurst has an Elton John festival every year on the anniversary week of his upcoming concert - similar to the Parkes Elvis Festival.
There could be a competition for the best performing pianist playing Elton's songs: $10,000 for the best, with the public voting by SMS.
There could be several venues set up with upright pianos on demountable stages around Bathurst and competitors given periods in which to perform at each venue.
There could be a Candlelight in the Wind venue, say in Machattie Park, and a yellow brick road down by the op shop river park.

There could be prizes given for Elton John lookalikes, dances every night, special trains from Sydney and welcomes at the station.
We have some very talented musicians in Bathurst who could assist in kicking this off and keep the crowds happy regardless of the number of competitors initially.
Elton's music is without peer in stimulating and entertaining crowds. Such a festival would be great for business in Bathurst.
