Four-way stop sign-controlled intersections are common in the US and Canada and work very well.

As a driver approaches the intersection, they take note of the order of their arrival and the arrival of other vehicles, which tells them the order in which they proceed.
Even if two or three vehicles arrive at exactly the same time, then the give way to the right rule can be applied.
Of course, it requires the drivers to be observant and some driving etiquette, which may be lacking for some drivers.
