Fullwood set a lap record on the final lap with a two minutes and 6.5888 second time, but was penalised after ignoring yellow flags at The Chase.
Jordan Boys and Ash Walsh made contact at The Chase the lap before, resulting in the latter being beached in the gravel.
It was otherwise a faultless weekend for Fullwood, who led from pole position until the end of the race.
He was only caught by his rivals under the safety car which came out to rescue Adam Marjoram when his engine blew at turn two.
Once the green flag was shown, Fullwood bolted again and held a 13.2942 second gap at the end of the race, followed home by Randle and Kurt Kostecki.
Before the news of the time penalty was announced, Fullwood was thrilled with the result.
"I'm still trying to come to terms with it to be quite honest. Huge weekend for some of us driving both cars in the main series as well," Fullwood said.
"I was very fortunate, we rolled the Super2 car out of the truck and it was really fast. We've literally not even touched it since we rolled it out of the truck.
"Pretty faultless weekend, we topped every session bar the warm-up and we were practising fuel saving runs anyway. So yeah, absolutely stoked.
"Starting out the year, I was quietly confident that we were going to be fast. I have immense confidence with all the boys at MW Motorsport, we gel really well together.
"The car has been awesome and the guys are really good to work with and I felt going into this year that nothing could really hold us back."
Behind him Will Brown had a difficult race. He had to serve a mechanical black flag on lap five after his passenger door kept opening then a hard hit with the wall at The Cutting on lap 30 put him out.
With the result Fullwood further extends his championship lead to 357 points, with Randle jumping from fourth to second in the standings.
