One only has to look at aerial photos of depleted dams to notice that there always seem to be hectares of land now exposed that used to be underwater.
Perhaps an immediate solution to increasing the present capacity of Chifley Dam is to move some heavy earthmoving equipment into these now exposed areas that used to be underwater and remove as much soil as reasonably possible to do so.

It doesn't take much removed soil to add a megalitre of water storage capacity - if not hundreds or thousands of megalitres.
It would appear that there is easy access to the Chifley Dam site for heavy earthmoving equipment and providing that there is no bedrock present in many of the low exposed areas, such soil removal can start as early as money becomes available for such purpose.
If one is concerned about the muddying of the waters once the rains come, then there appear to be some good engineering techniques available to minimise such contamination.
How about adding this suggestion to the list of feasibility studies underway.
