As of December 14, 2019 all local councils will be required to webcast meetings on their websites under the Model Code of Meeting Practice for Local Councils.
The equipment that makes this possible has been installed in the Bathurst council chamber and the system has been trialled at the last two meetings.
Council's director of Corporate Services and Finance, Aaron Jones, said the initial trial had some quality issues that need to be resolved before council can start streaming meetings to the public.
"We want to make sure the people viewing the stream can see and hear clearly what is being said. We saw those issues in the first meeting and made some changes [for the next meeting]," he said.
The next step for council is to adopt its Webcasting of Council Meetings Policy, which has been on public exhibition.
Adoption of this policy is anticipated to occur at a meeting in November.
The final meeting for the year is on December 11. As it is before the deadline, there is no obligation for council to stream meetings this year.
When asked if webcasting would occur this year, Mr Jones said it was unlikely, but it will be available from the first meeting of 2020.
Under council's draft policy, webcasting will start from the discussion of items of business, which means that anything said by people speaking in public forum will not be part of the stream.

The meeting can be watched live on council's website.
The broadcast will have a slight delay that will allow the stream to be halted if there is "an act of disorder".
"The [chairperson] wouldn't need to pass a resolution to pause the recording," Mr Jones said.
If the chair of the meeting or the general manager feel an act of disorder or inappropriate comments have been recorded, they can be edited out of the footage that will be uploaded to council's website after the streaming concludes.
