Jason Naylor, 22, of Howick Street, Bathurst, had the charges against him heard before magistrate Catherine Follent.
Police facts tendered to the court told how Naylor was stopped by police at 6.05pm on Saturday, March 7 while they were setting up a stationary site at Mount Panorama.

They told him the interaction was being recorded by the car's internal video system and their body-worn camera.
When police asked for his licence, Naylor said "I don't have one, I think I'm suspended", then showed a proof of age card as identification, according to the police facts.
After returning a positive result, he was arrested and taken to Bathurst Police Station, where a breath analysis recorded 0.107.
When questioned about his consumption of alcohol, Naylor said he had his first drink at 5pm on March 6 and his last drink at about 5.30pm on March 7, 2020.
Naylor said he had at least 24 stubbies of Canadian Club Premix and Vodka Cruisers, according to the police facts.
Police formed the view he was moderately to well affected by alcohol.
Naylor's solicitor, Lucien Gration, made written submissions, saying there didn't appear to be any aggravating circumstances by way of passengers or the manner of driving.
He said his client had entered an early plea and his traffic record was fairly limited.
He said his client was a young man, 22 years of age, not working but looking for work in the forestry industry.
Mr Gration also sought an interlock exemption order, saying Naylor did not have access to a vehicle.
For driving unlicensed, Naylor was convicted and fined $750 and disqualified from driving for six months.
For the mid-range PCA matter, he was convicted and fined $750 and disqualified for 12 months with an interlock exemption order made.
