Mayor Bobby Bourke said the facility won't be closed, but Bathurst Regional Council is discouraging people from going to the tip.
He said it comes after around 300 people visited the facility last weekend.
The advice to residents is to stay at home as much as possible and avoid all non-essential travel.
The only reasons people should be travelling is for work, to shop for necessities, to receive medical care or to exercise.
"Take notice of what the government and the health authorities are saying: stay at home if you can," Cr Bourke said.
"... We've got to try to stop people from getting into their cars and going out to the tip."
Council is asking people to store waste that can't be placed in the kerbside bin.
By doing this, Cr Bourke hopes to see usage of the tip drop by at least 50 per cent, if not more.
