Police facts said Goodwin, who was the sole occupant of the car, was told the interaction was being recorded by an in-car video system and the officer's body-worn camera.
He was breath-tested by police, produced a positive result and was placed under arrest and taken to Bathurst Police Station.
There, after undergoing a breath analysis, he recorded 0.055.
When questioned about his consumption of alcohol prior to driving, Goodwin said his first drink was at 9.30pm and last drink was at 10.45pm, according to the police facts.
Police said he told them he had three full strength VB stubbies at a hotel in that time.
Police noted in the fact sheets that Goodwin appeared slightly affected by alcohol.
The police facts outlined how police undertook a check of Goodwin's traffic record, which revealed he was convicted of the offence of driving with a low-range concentration of alcohol at Lithgow Local Court on April 30, 2015.
In a written plea of guilt to the court, Goodwin told how he was a chef by trade, but had been made redundant.
He also said he lived 30 minutes out of town and was struggling to pay rent,.
He said he was very sorry for his actions.
"I was being careful. I thought I was all right to drive. I finished work, had three beers and thought I was under," he said.
Magistrate Ellis convicted Goodwin and fined him $500, disqualified him from driving for one month, and placed him on a 12-month interlock order.
