The 33-year-old man was detected by Traffic and Highway Patrol Command officers in Tregear in Western Sydney on Wednesday evening.
At 10.40pm, police officers stopped the vehicle and the Bathurst man was questioned as to why he was away from his place of residence. Officers said he could not provide a reasonable excuse.
After checks revealed he had been given two prior warnings for breaching a ministerial direction, the man was issued with a $1000 penalty infringement notice.
The NSW Government has detailed a long list of what it will accept as a 'reasonable excuse' for leaving your home during COVID-19 restrictions.
