Official data pointing to a million people losing their jobs in the month to mid-April suggest unemployment has increased to 11 per cent, NAB economist Kaixin Owyong said on Thursday.

Treasury had forecast the jobless rate would peak at 10 per cent in June but other forecasts, including from NAB, thought it would be higher.

Research released on Thursday from the Australian National University found young people and casual workers were the most likely to have lost their jobs in the past two months

Average hours worked fell by more than 13 per cent, from 35.1 to 31.1 hours a week.

ANU professor Matthew Gray estimated Australian household budgets would take a collective $102 billion hit this year.

"The employment slump has hit the most precarious workers the hardest," he wrote in the report with colleague Nicholas Biddle.

Labor senator Jenny McAllister said young people tended to suffer the most during periods of high unemployment and they also were most likely to work in the sectors hit hardest by the coronavirus restrictions.

"We need to really start stepping through what support will be available for vulnerable populations, as we come out of this," she told ABC TV.

Labor wants the increasing reliance on a casual workforce that has been underscored during the coronavirus pandemic to stay on the agenda once the crisis has passed.

Party leader Anthony Albanese is expected to lay out some of his economic vision such as addressing the casualisation of the workforce, the death of manufacturing and the shortage of affordable housing in a speech to MPs on Monday.

Senior frontbencher Tanya Plibersek said the nation needed to look widely at ways to restart its economy.

"It's necessary and right to be doing that (rethink on policies) but we're not going to just slide into the tired old tropes that you see from some people," she told Sky News.

"What we don't want to see is the same old tired arguments from conservatives, 'We've just got to drop big business taxes and slash wages for low-paid workers and that will somehow fix things'.

"That's not how we rebuild."

Meanwhile, a Senate committee heard 768,000 businesses have registered for the JobKeeper wage subsidy scheme - although more than 900,000 had flagged interest.

About two in five of these are individuals and sole traders.

However, the number of workers covered is more than a million shy of the government's estimate of six million.

Ms Owyong said this meant just over a third of the nation's workforce was being subsidised.
