BATHURST Regional Council's second set of economic stimulus measures will prioritise sporting and community groups that have been impacted by COVID-19.

The new measures were detailed in a mayoral minute considered at last week's council meeting.
Councillors have welcomed the new measures, commending council staff on the work that went into the latest mayoral minute.
"This document represents an immense amount of work from the mayor's office and council staff and i think you need to be congratulated on such a detailed document," Cr Monica Morse said.
Among the measures agreed to was to set the interest rate that accrues on rates and charges that become due and payable at zero per cent for the period of June 1, 2020 to December 31, 2020.
To assist community groups and sporting clubs, several measures will be implemented to take some financial pressure off them.
Council will defer repayments on community loans for nine groups for the 2020-21 financial year.
Interest charges for the year will also be waived.
The groups to benefit will be the 75's soccer club, Carillon Theatrical Society, AFL Bushrangers, the pistol club, Eglinton Tennis District, Bathurst Clay Target Club, Bathurst Harness Racing Club, Bathurst Bike Park Inc and Bathurst Hockey.
Council has also chosen to waive community group licence fees for the next financial year, at an estimated value of $4320, for the following groups:
- Bathurst Stamp, Coin, Collectables and Lapidary club
- Bathurst Miniature Railway
- Evans Arts Council
- Bathurst District Historical Society (The Annex)
- Bathurst District Historical Society
- Licence - Machattie Park Cottage
- St Johns Ambulance volunteers
- Macquarie Lions Club of Bathurst
- Meals on Wheels
- The Junction
- Lions Club of Bathurst
- Central Tablelands Woodcraft Inc
- Bathurst City and RSL Concert Band Association
Twenty-one sporting groups will also have their sporting group/club licence fees waived for the 2020-21 financial year.
Other stimulus measures council has come up with include waiving library fines from July 1 to December 31, 2020, and continuing its annual media usage profile with both the Western Advocate and Bathurst City Life until at least June 2021.
Council will also set the price of standpipe water at $2.50 from July 1 to the end of the calendar year.
These measures will add to the initial economic stimulus measures detailed in an earlier mayoral minute in April.
