The announcement made on Tuesday stated that a return for junior sporting participants aged 18 and under would be permitted as of July 1.
But just what measures sporting bodies will have to adhere once returning remains unclear. One of the biggest questions that remains surrounds crowd limits.
"Mum, Dad, the grandparents, and aunts and uncles down by the footy field watching the game yelling 'Go for it' might not be possible for a little while," Health Minister Brad Hazzard admitted.
"We might need to limit the parents, but that's what they're going to work through with these sporting associations."
NSW Country Rugby Union is seeking more information before it gives competitions - such as Central West Junior Rugby Union - its tick of approval. At this stage July 18 remains a provisional target for a return to play.
"If you listened to the announcement there wasn't any specific details provided by the Sports Minister," NSW Country Rugby Union said.
"We have requested all the details from the Sports Minister and Office of Sport.
"Once we have received the information we will translate the information and what it means for our rugby clubs and competitions."
