COUNCILLORS will wade through one of the longest director's reports in recent memory when they consider a development application to build a Taco Bell restaurant in Bathurst.

And while the reports - and many more pages of attachments - seek to cover every aspect of the proposed development in minute detail, there must still be some concern over what impact the restaurant will have on the surrounding residential area, particularly with regards to traffic, noise and odour.
To help soothe some of those concerns, Bathurst Regional Council's planning department has made a number of adjustments to the plans that had been lodged, including changes to how cars will enter and leave the venue.
The developers had originally planned to have entry and exit points on both Howick Street and the Great Western Highway (Stewart Street), but the planners have asked that the highway driveway be exit only, with all traffic to turn left.
That seems reasonable in terms of keeping highway traffic moving, but does mean that every car looking to enter the Taco Bell site will first have to enter the residential area on Howick Street.
The change also does nothing to address potential congestion if cars that leave via the Howick Street exit then attempt to turn right onto the highway across four lanes of traffic.
In its submission to council, Traffic for NSW (TfNSW) conceded that "intensifying this traffic movements [turning right onto the highway] as a result of this proposal in conjunction with a relatively high traffic background flow during peak times has potential road safety outcomes".
Yet still TfNSW concluded, based on traffic projections for the area, that "council can be satisfied that the existing intersection treatments are satisfactory for the proposed development and that the continued allowance of a right-hand turn onto Stewart Street is acceptable".
It's a bold position to take considering the congestion we have seen at other fast food outlets in the Bathurst CBD and should remain the greatest area of concern for the broader community.
Having said that, it is expected that councillors will look favourably on the Taco Bell proposal as another welcome addition to the Bathurst economy and, given the expert advice they will have before them, they probably have little choice.
We just hope the experts have it right on this occasion.
