The current six-stage restrictions encourage a "boom and bust" mentality - excessive water use when times are good, and the introduction of restrictions when times are bad.
This mentality is not sustainable and cannot continue in a town that continues to grow at rapid rates.

An ideal water-saving plan would consist of the existing six-stage restrictions, plus the introduction of new measures that would be enforced regardless of the level of water restrictions.
These permanent measures would strive to achieve long-term water conservation.
New measures would resemble the permanent restrictions found in Melbourne. In 2011, "The Permanent Water Use Rules" was passed, only allowing hand watering via trigger nozzle, automatic watering systems between 6pm and 10am, among other measures.
Permanent water-saving measures would complement the existing behaviour of most Bathurst residents who have become accustomed to current measures.
The City of Melbourne has recognised the need for water conservation. Why can't we?
