The report also says there is one site within the proposed location that has Aboriginal heritage significance.
The scoping report has been lodged as the first of a number of steps to get approval for the project at "Cangoura", off Eleven Mile Drive, as a state significant development.

It says the completed solar farm would have an operations and maintenance building; a shed for critical spare parts near the operations and maintenance building; and a site office.
It would also have a "system of inverters and voltage step up transformers throughout the solar arrays"; underground and above ground electrical conduits and cabling to connect the arrays to inverters and transformers; and a switchyard and solar farm substation to connect to the existing transmission lines.
The scoping report says the Aboriginal Heritage Information Management System database has an "artefact site identified as located on the property 'Cangoura', situated on a tributary of Saltram Creek".

The report says the site was recorded during an assessment for an electricity transmission line between Wellington and Wallerawang and "is described as situated on a vehicle track 10 metres from the creek with artefacts present over a 100 metre extent".
The scoping report says a survey of the study area and assessment of potential impacts would be undertaken for the environmental impact statement and "this would be completed in consultation with relevant Aboriginal stakeholders".
The report says a survey is likely to record additional sites and objects, which the site design will aim to avoid wherever possible.
The scoping report says Neoen wants to be transparent about the development of the project and address concerns from the community.
The Cangoura Solar Action Group, formed in July to oppose the solar farm project, says the development will lead to the loss of prime agricultural land and trees and will cause erosion.
