The Bathurst seamer will instead take on the Western Australia order at Park 25, in Adelaide, starting next Monday.
After discussions with biosecurity experts, it was decided that Victoria would be given the bye in round two along with Queensland.
Copeland and the Blues start their season in Adelaide, along with every other team in the competition, due to the issue presented by the coronavirus pandemic.
Copeland did get the opportunity to work in one game for St George before his trip to Adelaide, bowling 26 overs for figures of 1-82 against Manly-Warringah.

Mitchell Starc, Nathan Lyon and Sean Abbott had a drawn out wait to get to their Blues squadmates after doing their two weeks quarantine following the return from Australia's tour of England.
Copeland's fellow Central West graduate Chris Tremain join the NSW squad this season after joining from Victoria.
It could be a while until Copeland and the NSW Blues get the opportunity to face Victoria.
The delayed match, originally scheduled to start on November 17, has now been postponed until after the Big Bash League.
