When council initially resolved to commit funds by way of a loan, it was based on the favourable votes of mayor Bobby Bourke, deputy mayor Ian North and councillors Hanger, Warren Aubin and Alex Christian.
On Thursday, Cr Jennings said he felt it was possible to reverse that decision when it comes back to council, and then questioned Cr Hanger's vote in particular.
"I think this is such an incredibly bad example of economic mismanagement," he said.
"I'm absolutely staggered that a former mayor in Graeme Hanger would approve this type of financial management.
"It is absolutely reckless and essentially economic vandalism on ratepayers' money."
Cr Hanger, however, doesn't look like he will be swayed from his original position, saying he didn't agree Wednesday night's decision was "economic vandalism".
"I don't see it as that. I see it as the building and construction of another wonderful community facility that will benefit the city of Bathurst for years to come," he said.
When pressed if that meant Cr Jennings couldn't count on his vote, Cr Hanger said, "Well, unless they come up with something magical, no they can't".
If anything, he thinks it's possible others who voted against the funding could change their minds.
"There may be some people who voted against it last night that might see some sense and see the value in the wonderful community facility and vote for it," Cr Hanger said.
